The discussion in the above sections of descriptions of system operations like curtailment of renewables, committed plants running at minimum generation, fuel accounting for energy and reserves, utilization and capability of regional hydro and thermal plants in an adequate system and planning for forecast error are examples of how concepts associated with providing reserves in an adequate, cost effective regional strategy cannot be easily separated from the overall strategy itself.
