Advisory Committees and the Power Planning Process

The Council’s advisory committees provide forums for discussion and important information used in developing and implementing the power plans, including the 2021 Northwest Power Plan.

Members and attendees include a wide range of stakeholders from utilities, consumer groups, environmental groups, tribes, government agencies, and energy organizations. Our advisory committee meetings are an opportunity for regional interests to work with Council staff and discuss aspects of the plan as it is developed/implemented. Council staff work hard to incorporate advisory committee feedback into the products and presentations that are given to the Council, aiming to represent all perspectives, including dissenting comments. We appreciate and welcome the robust discussion and engagement and thank you for your participation.

All Council advisory committee meetings are open to the public and all are welcome.

Meetings have published minutes and are recorded. Recordings are available on request.

• Conservation Resources Advisory Committee
  Reviews policies and programs to assess how much energy efficiency is available and cost-effective
• Demand Forecasting Advisory Committee
  Reviews the methods, demand forecasting tools, input assumptions and forecast results, used in developing the Council’s demand forecasts
• Demand Response Advisory Committee
  Reviews regional demand response implementation, barriers, and supply curve development
• Generating Resources Advisory Committee
  Evaluates the cost, characteristics, and environmental impacts of generating resources and technologies
• Fuels Advisory Committee
  Reviews the Council’s fuel price forecasting assumptions and models for natural gas, oil, and coal
• Resource Adequacy Advisory Committee
  Defines and assesses power supply adequacy and related issues
• System Analysis Advisory Committee 
  Reviews the Council’s computer models and provides advice on their development
• Regional Technical Forum Policy Advisory Committee
  Created to advise the Council regarding policy and governance issues of the RTF, including the review of an annual work plan and budget
• Regional Technical Forum (RTF)
  The RTF is a technical advisory committee to the Northwest Power and Conservation Council established in 1999 to develop standards to verify and evaluate energy efficiency savings
• System Integration Forum
  Venue for members from all of the Council’s advisory committees to coordinate on power system attributes that might apply across many resource types
