The Program guidance for refining goals and objectives states that the Council will work with others in a regional process to survey, collect, identify, and refine a realistic set of quantitative objectives for program focal species and their habitat related to the four broad themes and program goal statements.
A stepwise process is described that places the program objectives into four groups:
- Objectives for adult salmon and steelhead
- Other anadromous and resident fish objectives
- Ecosystem function, habitat, and hydrosystem objectives
- Public engagement quantitative objectives
Currently, the process for refining salmon and steelhead objectives is in development:
- The Council and NOAA Fisheries are discussing how they can integrate their complementary processes.
- The first step of this integration involves Council and NOAA collecting information about all of the distinct salmon and steelhead populations, including quantitative goals and objectives in documents such as the Council’s subbasin plans, and ESA, state, and tribal fish-recovery plans.
- Subsequent steps remain to be defined.
