Dear Mr. Cassidy:

Attached (see Acrobat PDF file) are the recommendations of the Spokane Tribe of Indians for the mainstem plan to be amended into the Northwest Power Planning Council's Fish and Wildlife Program.

The Columbia River behind Grand Coulee Dam, and the Spokane River, lie within the boundaries of the Spokane Indian Reservation. The Spokane Tribe is severely and directly affected by federal hydrosystem operations. Our recommendations for the mainstem plan reflect reasonable and cost-effective strategies to address hydrosystem impacts on the Spokane Tribe's fish and wildlife resources and habitats.
