The attached report provides the Independent Scientific Review Panel (ISRP) and Peer Review Groups’ preliminary comments and recommendations on 36 proposals submitted for the 2009 Wildlife Category Review to implement the Columbia River Basin Fish and Wildlife Program. Twelve proposals met scientific review criteria, and three proposals met our criteria with some qualifications. The ISRP’s recommendations on those should be considered final. However, the ISRP requests responses on 21 proposals. Project sponsors are provided an opportunity to respond to ISRP concerns by April 21, 2009 before the ISRP submits its final report to the Council on May 19, 2009.
"Response requested" is assigned to a proposal in a preliminary review that requires a response on specific issues before the ISRP can make its final recommendation. This does not mean that the proposal has failed the review. The ISRP requests responses from a majority of proposals, and a majority of proposals provide sufficient information in the response loop to meet the ISRP’s scientific review criteria.
For the 21 projects that the ISRP requested a response, the project sponsors should:
- develop a point by point response to the ISRP’s concerns, unless otherwise requested in the review
- by Tuesday, April 21, e-mail that response and any supporting materials to the ISRP’s coordinator Erik Merrill at emerrill@nwcouncil.org (1-800-452-5161)
- the e-mail subject line should read "Wildlife response - [your project number and title]"
- attachment file names should begin with your BPA project number, e.g., "1992YYZZZ"
Proposals that received a "meets scientific review criteria" or "meets scientific review criteria (qualified)" recommendation do not need to submit additional material to the ISRP.
