How to cite subbasin plans

Subbasin plans were adopted by the Council as part of the Columbia River Basin Fish and Wildlife Program. In this sense, they can be considered “chapters” of the program. The Council amended the management plan, and the management plan supplement if there was one, of each subbasin plan into the fish and wildlife program but did not amend into the program other elements of the plans, such as the assessments, inventories and appendices.

The citation guidelines below address adopted plans, draft plans and parts of plans that are referenced in the adopted plans but not amended into the program. Each example is written in bibliographic style based on the Chicago Manual of Style (CMS), 14^th Edition. Author, chapter title and publication name are separated by periods, and the publication name is in italics. For note citations, consult the relevant entries in the CMS.

In the examples below, the date of an adopted plan is the date it was amended into the program. For draft plans and those parts of plans not amended into the program, the date of the document is the year it was submitted to the Council for consideration -- 2004 in most cases. Citing dates in this way allows for distinction among current and future versions of subbasin plans, as the Council anticipates they will be revised over time.

The style for citing adopted and draft plans is borrowed from the CMS style for citing books. An element of that style is the publisher and the place of publication. In our style, because subbasin plans were not published in the sense that a book is published, the “publisher” is the primary sponsor/author and the place of publication is the city where that entity is located.

To cite chapters within a draft or adopted subbasin plan, follow the CMS style for citing chapters within a book, but make the “book” both the subbasin plan and the fish and wildlife program (see Example 2 below). The examples below do not include page numbers because typically are cited only in note citations, not in bibliographies. If it is necessary to cite page numbers, consult CMS 15.213-18 for guidance.

Finally, it is not necessary to cite the year of the fish and wildlife program itself, as the Council does not include the year of each successive revision of the program in the formal name of the program.

1. Citing a subbasin plan adopted by the Council (following CMS 15.77 and 15.83-88):
